A young idealistic prosecutor, Alexander Kornyer, brilliantly played by Alexandr Kuznetsov, attempts to pursue justice by taking the case of an unjustly incarcerated and tortured political prisoner to a higher authority in Moscow. The prisoner, Stepniak, (Alexandr Filippenko) is a former Bolshevik prosecutor.
The tense storyline, with a sense of mounting dread, fully portrays the futility of the young prosecutor's quest for truth in the face of totalitarian bureaucracy in 1937 USSR.
